What is the icon that has a plus sign in a box? What does it do?

The highlighted image is below.  

When I click on it, it opens a question box, but I can't add more questions.  Is the button not a "duplicate" button?

Hello @Wilson2022 

In NewQuizzes that icon is for duplicating a question. To create or insert a new question, click the blue circle with a plus sign, located after each question (or between questions) on the Build screen.
