Designer role has access to enter grades and feedback in upgraded SpeedGrader

At our school, the Designer role has the permission "Grades - view all grades" enabled. When they enter the upgraded SpeedGrader, they are seemingly able to enter a grade and feedback, though the Submit button is grayed out and inactive. There are no warnings to indicate that their role prevents them from fully accessing these features, and creates a confusing user experience.

Some text to let Designer users know about the grading limitation for their role would alleviate support inquiries.
