Do "Notify users that this content has changed" email everyone? Or just those impacted?

Hi all,
If I'm adding an exception to the due date for a student, I'm not sure if the notify would email everyone.
Obviously, if one student got an extension, emailing everyone (including those enrolled, but finished, in other sections etc) would be pretty silly (and cause more confusion).
On one hand, I'd be suprised if it does email everyone, but on the other hand, I have a feeling that it would.
Does anyone know?
