Features for selected text aren't popping up.

When I select text within a Canvas lesson, there should be a pop up for listen, dictionary, or translation.  This pop up is not showing.  I have gone into settings from the attached screenshots and made sure it defaults to this pop up, but still nothing.  Also, why can't we change the language setting with the same toolbox shown below?

Hi  @nbeers  Welcome to the Canvas Community!

What you are describing are function of a third-party tool called ReadSpeaker, that has been integrated into your Canvas account by your school's Canvas admin. These are not native Canvas functions.  I would suggest contacting either your school's Canvas Admin/Support department or ReadSpeaker support.
