1. How do you get dashboard to work, when it just flashes?
2. How do you also create an ePortfolio, when your account says "Ready to get started? Click the button", but there is no button at all?

If you are having problems with the Dashboard tiles flashing, this is most likely related to the browser. We would first troubleshoot by making sure the browser is updated. Also, clearing cache and cookies in your respective browser can be a good process for troubleshooting situations caused by the browser. Here are references for those steps if needed:
