I'm eager to reach out to our fine Canvas Community, and start a conversation about creating a policy, and process for LTI implementation at their institution.
At any rate, you are most welcome to "weigh-in" and proffer your insight, perspective, experience, and any caveats that need to be considered in the development, and delivery of such a document (that's A LOT of D's)!

At our institution we require third-party vendors to sign an agreement relating to student data. They are also expected to acknowledge that their business with the university may be applicable to local open records laws. LTIs are expected to be reviewed with respect to accessibility. Those LTIs that are deficient in that regard may not be adopted or adopted with certain restrictions/expectations.

Thank you for weighing-in! Your information is very helpful in determining the core concepts, and requirements for crafting such a policy. Would you be willing to share some additional perspectives, regarding the agreement you mentioned? Are there any other criteria your institution uses, to vet LTI, than accessibility?
For example what concerns, regarding student data, does your institution find important to note and therefore detail into the vendor agreement?
NOTE: I know that some of these ideas and concepts may appear to be "understood", and need no further explanation. However, for the sake of the developing conversation, and our colleagues that are new to Canvas, and information security principles, I think clarification may prove beneficial.

In terms of student data, the focus is on adherence to FERPA and prohibiting unauthorized disclosure of data. Other sections relate to GDPR, disclosure in the case of a data breach, liability, and delineation of support responsibilities.
I should also note that LTIs require approval from a university committee.

Upon a quick perusal, the page features detailed information of their formal implementation process. Other options for cost associated LTIs, a requested/approved list, and periodic review of approved ones are also available there.

This is something that ISU has put a lot of work into in our first two years on Canvas. We have developed a specific process for requesting, reviewing, installing and supporting LTIs. The design of our workflow ensures that college administration, IT Services, procurement, security, legal counsel, accessibility resources, training and support have all the information needed before a new technology goes online.
