Could you please better explain what you mean by an "Observation Checklist"? I have an idea, but want to make sure it is what you are asking for.

So developing benchmarks for a practical observation which an assessor would you to determine and record if the person undertaking the practical task met the criteria (benchmarks). Does that help?
