Hello:
I am not sure what you mean by "peer review". In Canvas, Peer Review is a student function which permits teachers to set assignments so that they can be review by other students (peers). There are no students in sandboxes.
I suspect you are asking how your sandbox development can be view by other teachers. To do this, those "peers" must first be enrolled in your sandbox, then your sandbox and the modules must be published.
If your school permit teachers to enroll users in a course, then this guide will tell you how How do I add users to a course? If you do not have permission to add users, you might need to contact your school's Canvas Admin for assistance. Also, you could try setting your course to Open Enrollment with a URL, and send your peers the URL. Keep in mind that this functionality can also be restricted by your school.
