How do I reset a quiz for a student to retake as a teacher if the quiz was not created by me?

This depends on which version of quizzes you are using............

And one more thing, it does not matter who created the quiz! If the quiz is in your course, and you are enrolled in the course as an instructor, you can moderate it.

Hi again,  @monica_irving 

The guides I linked to, provide the steps.

For the legacy quiz tool...........

• Go to the Quiz,
• On the right, click Moderate this quiz,
• When the Moderation page opens, scroll down to the specific student,
• Click the Pencil icon, then put the number of extra attempts in the box,
• and click "Save"
