I am having difficulty uploading a SCORM zip package. I click SCORM, Upload, select the .zip file to upload. The progress bar just keeps churning and several minutes later I find that there was an error uploading the file. I have tried SCORM 2004 v4 and SCORM 1.2. Settings panel shows upload size is 50,000 MB - the zipped file = 652 MB. The package includes 4 five-minute videos.
What else can I try?

I am sorry to hear you have been having issues getting your SCORM packages uploaded. I do know that there had been an issue with SCORM uploads recently in US based instances.
If you are still experiencing trouble, definitely reach out to Canvas Support so they can assist and document it properly if needed.
I am having the identical issue; however, my SCORM files all come in at under 80KB. File size is not an issue. I tried importing them through the SCORM utility and they hang for well over an hour. After, they cancel with the error: "Error while importing package." From there, it allows me to delete the SCORM entry. Two other individuals in my school from two different remote locations tried with the same results.

Woke up this morning, logged in, and SCORM is working perfectly. Appears to be an isolated glitch.
