Does the DocViewer that students use to complete an annotated assignment include the math editor? For example, if a math teacher uploaded a .pdf of word problems could a student respond using math symbols?

Unfortunately, math symbols are not included in the annotations, the student can draw them manually or use the text editor to type them. 

How do I annotate a file as an assignment submission in Canvas? 

You can submit a feature request for that if you would like.
