Sorry that your question has gone so long without an answer! There are different factors that might be contributing to this. If they are not receiving an email, perhaps they have not verified the address on their Canvas account. It might also be that their email provider is filtering the message out, have they checked in their junk/spam folders?
If you are an admin, you can also add the students to a course using SIS Import. Here is some documentation on formatting those files if necessary.
Ultimately it would probably be a good idea to reach out to Canvas Support to have them evaluate your specific circumstances.
