Is it possible to display a 'conditions of use' page to all new students when they first login?
My current work-around is a page in a module at the start of every course with all requirement that the page must be viewed for the module to be marked as 'complete' and all subsequent modules have a condition that module 1 must be 'complete' before they can be accessed.

There is not away to do this within Canvas, your work around sounds like the best and most effective option there is.

I found there is a feature that requires all new accounts to accept a 'acceptable use policy' when they first login.
It needs to be enabled by your CSM and you need to provide the content.
