When a school has enabled this on the account level, you can dismiss the tour by selecting "the Not Now button or the Exit icon". Dismissing the tour will disable the tour for your account.

I agree! Every single time I login I have to dismiss a bunch of pop-ups, even after I've clicked through the **bleep** tour. Its super annoying and I'd like to know how to dismiss permanently!

This may be a no-brainer for many, but for me, it took almost a year to figure out that you also must be mindful of what cookies are clearing automatically when you exit your browser. Every time I would try dismissing the tour, it would always come back because the cookie was being erased whenever I closed the browser.
I had Instructure white-listed in my browser privacy settings, but neglected to check what was going on after I exited the browser. After I realized that I could choose what to clear and add Instructure to the "Don't Clear" list, my year-long struggle with my "twice-clicking to dismiss an annoyance" problem finally went away. I feel silly. I should've known, but sometimes when time is very limited, and you are super busy, it is the simple things that get ya.
