Canvas provides us two ways to get a message out to an entire class at one time.
The first way to get a message out to your entire class is to use the conversations feature. (How do I send a message to a user in a course in the Inbox as a student? )
The second way is to post an announcement (https://community.canvaslms.com/docs/DOC-10405-415250731 )
Hope one of these two ways helps you get the message out to your class.

For the Inbox, users can only access a course once it has been published, but once student enrollments are active, the term has started and the course is published, you should be able to send a message to all students. This document is helpful "How do term dates, course dates and section dates work in Canvas?"
For Announcements, you should be able to post an announcement at any time the course is available to you, as a teacher. Students will not be able to view an announcement (nor even the course) until the course is published, nor will they receive a Notification.https://community.canvaslms.com/docs/DOC-10405-415250731
