Is it possible to move courses from a subaccount back to root level via SIS Import?

Is it possible to move courses from a subaccount back to root level via SIS Import? We have a group of courses that are going to be blueprint courses so they need to be moved to the root level. Since this is many courses I want to use SIS Import but when I leave the account id empty, nothing happens.

I'm not sure if this can be done since the root account doesn't have an sis_account_id. It doesn't appear that it is possible to assign an sis_account_id to the root account either:

This would be pretty easy to do with a Python script though. Do you have any programmers you can talk to?

We got confirmation from Canvas that this is not possble via SIS Import, we were able to do it via API.
