For free issuers (Canvas Badges), only the first award from that Issuer will send a notification email. Subsequent award emails will not be sent. The reason the first email is sent is to align with privacy rules around the globe.
Canvas Credentials customers (paid subscription) have the ability to customize their email notifications. The release notes from March explain this further Canvas Badges/Credentials Release Notes (2024-03-11)
Our organization used to use another high profile platform before moving to Canvas Credentials. They sent up to THREE automated messages to earners, and they seemed incredibly aware of GDPR compliance. I've noted a sharp decrease in badge "acceptance" when we moved to Canvas Credentials, and I suspect that it has to do with the comm flow. It is concerning.
I also just noticed this issue. Oddly enough when testing this yesterday I was receiving emails to the accounts I was testing, but not today? I am not sure what is going on? Also, I have found that email in general is not being sent via Canvas Credentials. For example, when I am trying to get a verification code to claim a badge the email never gets sent, and the verification is not possible.

For those that use Canvas Credentials (subscription), you can set the emails to send with each award. Also, there is customization to set the message and send emails for Pathway subscriptions, revoked badges, etc. It is just the free users that are limited.
