[Accessibility] Safari Keyboard navigation and Formula questions in New Quizzes

Problem statement:

When trying to create formula questions in a New Quizzes quiz using Safari as the browser the focus management has issues for keyboard users. When going from the title of the question, after focusing on the Keyboard shortcut icon the focus jumps to an unknown location. Experienced this focus issue in Safari but not in Chrome. Focus order worked fine in chrome.

Proposed solution:

Question creation should work for those using screenreaders in all browsers, including Safari.
