[Accessibility] Switch to Image Options or add alt text field when adding "Course Images"

Problem statement:

When using Insert → Image → Upload Image in the RCE, a field for alternative text is provided. This saves the step of adding it afterward (through HTML, Image Options, or Accessibility Checker). This same functionality does not presently exist when embedding an image via Insert → Image → Course Images. The issue is exacerbated by the Accessibility Checker and Image Options panels loading behind the Add panel.

Proposed solution:

Automatically switch over to the Image Options panel for the inserted image. Every image inserted using Insert → Image → Course Images (or User Images) needs the default alt text changed in order to remain accessible (the default is the image filename only—which is not accessibility best practice). While one could feasibly upload each image as they go, preparing and uploading images to Files beforehand helps to avoid duplicates and unused files and keeps course files organized. An extra reminder in the workflow to add/update alt text doesn't hurt either! Alternatively, add a text field to provide alt text directly when inserting course (or user) images in the RCE.
