[Accessibility] WCAG 2.1 New Quizzes student submission error messages to be visually highlighted on questions with errors

Problem statement:

3.3.3 Error Suggestion As part of our annual accessibility audit of our Canvas LMS, we looked at accessibility compliance against WCAG 2.1 standards. This idea request relates to one of these items. Error Messages in New Quizzes Error messages are not visually highlighted on questions with errors (i.e. no information/response added). Note: New Quizzes have a better pattern of stating the question by number than Classic Quizzes.

Proposed solution:

For accessibility. Highlight questions with no answers and improve validation pattern used in New Quizzes whenever possible.
