[Account Settings] Adding Self-Enrollment to Sub Accounts

Problem statement:

We would like subaccounts to be able to turn the self-enroll feature on in a course. Currently we cannot do that.

Proposed solution:

Allow us to add the self-enroll option to subaccounts.
