[Account Settings] Combine Profile and Settings in Account Menu

Problem statement:

In the Account Menu ("Account" Link in Global Nav menu), there are two menu items: "Profile" and "Settings." In Profile users can set their biography, profile pic, and one or two other things. In Settings, users can set their preferred contact info, pronouns, time zone, and also profile pic. There is some overlap here, and it is causing time-wasting searching.

Proposed solution:

Consolidate these two menu items
