[Admin Tools] Search within Prior Users

Problem statement:

When attempting to find a student who needs to have their enrolment restored, when there are large numbers of students who have completed, finding the student is tiresome and error-prone

Proposed solution:

On the Prior Users page, permit a filter search to find a student [to match the search function in the 'people' area. ] This will save *so much time* when interacting with these lists.
