[Announcements] repeating announcements

Problem statement:

Often times faculty want to set a repeating announcement but there is currently no way to schedule that out.

Proposed solution:

provide a way for announcements to repeat or be scheduled. There is delay posting but perhaps something that might cover the whole semester.

We have faculty and staff asking for exactly this!  Please explore this option!

Problem statement:

We have Global Announcements that are posted several times a semester and have to type and fill out the information each time.

Proposed solution:

It would be great to only have to type the information once. The dates are the only variables.
