[Assignments] Allow additional attempts on "No submission" type

Problem statement:

I have LAB assignments that I grade in person. And sometimes student need re-takes or a re-grade for a new attempt. The assignments type "No submission" has no choices for increased attempts.

Proposed solution:

It would be great if we could add additional attempts to "No submission" types AND if we can have a function that allows an average of the two scores.
