[Assignments] Do not drop assignments until after there are more than the rule...
Add to rules on Assignment Categories to not drop assignments until after there are x more than the rule...
When setting up rules within assignments to drop x number of assignments there should be a setting to not drop any assignments till there are 2x the amount you are want to drop. Such as... if you are dropping 2 assignments all are dropped until there are 3 but students get a false feeling of their grades... so if the ones are grading up until the dropping of lowest scores happen they have a current grade.
