[Assignments] Enable students to delete their assignment submission

Sometimes a student accidentally uploads the wrong file. Instead of resubmitting a new file, and thus having submitted two files, it would be better to be able to delete your submission!

Having this feature would be extremely helpful if it was where only instructors could remove a submission, but there could also be a setting similar to quizzes where you get an extra attempt for just one student, maybe had something within assignments where you could tag just a particular student to submit an additional upload...

Problem statement:

If students are allowed to work on a submission until the due and closing date, they must do so through multiple attempts. This is also the case with file upload assignments. Here, file submissions for each attempt are saved and can be accessed and viewed by instructors. This can be embarrassing if a completely wrong document is uploaded by mistake.

Proposed solution:

Students should be able to undo a file submission, for example, by giving them the option to remove the previous file submission when starting a new attempt. This would keep the number of allowed attempts the same, but unwanted file submissions could be neutralized after the fact.
