[Assignments] Hide all assignment details after lock date

Problem statement:

After an assignment is locked, students can no longer submit but can view all details, attachments and directions to an assignment.

Proposed solution:

After an assignment lock date has passed students can no longer see the details of the assignment.

User role(s):

admin,instructor,designer,observer

What we are looking for is the screen that a student is met with when they attempt to view an assignment that is not yet open is the same screen or similar they would see when they go to an assignment that has passed the lock date. The goal is that after the lock date, not the due date, that all assignment details are completely hidden as they are prior to an assignment becoming unlocked.
