[Assignments] Link assignment to specific instructor(s)

We have many different instructors/teachers in one course. It would be helpful if assignments are linked to one specific instructor, or several specific instructors. This way, only the relevant instructor(s) are notified to review assignment submissions, and only those instructors can view the submissions and comments given.
