[Assignments] Show Local and Course times in Course Details: Participation area

Request:
Show Local and Course times in a Canvas course's Settings > Course Details tab > Participation area when a user's account's time zone is different than their course's time zone (to have feature parity with other areas of a course).

Issue:
When a user, like an instructor, has personal Account > Settings set to a different time zone than their course's Time Zone [1], there is currently no messaging in the Participation [2] area to indicate that their Course/Term Start and End times are shown as the time zone in their personal Account > Settings.

Details:
Perhaps existing code can be reused. An assignment in edit mode looks closest to this scenario since it uses an input box. It can show Local and Course times.
