[Assignments] Students should see banner "This assignment does not count toward the final grade" during submission just like faculty

Problem statement:

When the "Assignment does not count toward final grade" checkbox is enabled on an Assignment, faculty see a banner at the top of the assignment reminding them that the assignment doesn't count. The students, however, see NOTHING about this on the Assignment itself. The only place they see it doesn't count is on the Grades page, hidden behind a click of the exclamation point icon. Students get confused as to why an assignment is not graded or they are caused undue stress about an assignment when it doesn't even count in their grade as was just practice/formative. Faculty get confused as to why their students are emailing them about these assignments when the faculty clearly see a banner that it doesn't count in the grade.

Proposed solution:

Add a banner or at least include in the assignment details that the assignment doesn't count in the final grade on the student assignment submission page. Maintain the existing exclamation point on the student Grades page.
