[Assignments] comments linked to spot in student submission that feedback is about

I would like to see comments that work more like comments in Google Docs. I should be able to link the comment to the specific spot in the student submission so they know exactly where in their essay the comment refers instead of a box or series of boxes with comments of to the side that don't necessarily line up with the exact spot in the student's essay.
