[Assignments] submission delay requirement

Problem statement:

I want students to see their assignment, but not be able to submit it until a specific date.

Proposed solution:

It would be great to have a feature available for assignments that would allow students to see the full assignment, but prevent them from submitting it until a specific date. The "available from" data, unfortunately, does not allow students to see the assignment completely.
