Automatically order correctly marginal comments in Speed Grader upon submit

This idea has been developed and deployed to Canvas

When an instructor writes multiple in text comments in the margin of a student paper in speed-grader, the most recent comment bubble floats upwards. As a consequence, comments go out of order. When the instructor clicks "Submit", Canvas should automatically arrange comments in the correct order, so that when the student views them, comments appear in the same order as the parts of the text to which they apply; that is, none of the lines connecting comments to parts of the text should cross.
