[Blueprint Courses] Ability to create and use the Blueprint Administrative role at the sub-account level

Hi everyone,

We have more than 50 administrators at the root of Canvas. Most of these users have the Blueprint Administrator role. We would like to have the ability to create and utilize this role to be used at the subaccount level instead of just at the root.

Act As User (Masquerade) for Sub-Account Admins

In addition, from a previous feature idea, we would like to have the ability to Add/Remove Admins from Subaccounts at the Root of Canvas
