[Blueprint Courses] Blueprint Associations term search improvement

Problem statement:

When searching for courses to associate with a blueprint, the term drop down seems to be randomly organized - not alphabetical or by year/term - it seems random and makes it incredibly difficult to find the term I'm looking for.

Proposed solution:

Make term searchable, and organize the list with some kind of logic
