When using Blueprints, users will often want to lock content to ensure it stays the same across synced courses. This is why there is the option to lock content in a Blueprint. The problem arises when a user tries to start locking content before going to the Settings page and enabling content locking. Even if content locking is disabled, a user can go to a page, assignment, etc. and click the blueprint button which then changes to say Locked. If the user leaves the page, they find that the locking was not maintained, despite the change in status showing to the user.
Disable the ability to interact with the lock icons or Blueprint button if content locking is not enabled.
