[Blueprints] Add ability to lock syllabus
The syllabus is an incredibly important document and needs to be a lockable object in course Blueprints. Administrators and designers often use syllabi that cannot and should not be changed, as they include many important policies pertaining to not just institutions, but also to Federal Laws, like FERPA and Title IX. There are also situations where classes must be taught at a certain pace, or include certain materials. Instructors who teach blueprint-associated courses cannot be allowed to change the syllabus because of these reasons.
Also, if the syllabus navigational page is not a locked object, changes made to that page in the blueprint will not sync to associated courses. If a change needs to be made to the syllabus after the blueprint has been associated with its courses, the Canvas admin will have to go and make those changes in each associated course individually. That is a huge waste of time.
Turn on the ability to lock the Syllabus navigational page in a blueprint course. If other pages can be locked for their content in a blueprinted course, the Syllabus page should have that too.
