[Catalog] Ability to add custom links in Storefront Theme Editor's Header & Footer

Problem statement:

We are currently using CSS/JS and our admins like the option of being able to add custom links in their header. I would like to be able to move our Catalog to the new StoreFront but this functionality is missing.

Proposed solution:

If the Catalog Storefront is enabled, an admin should be able to have the capability to add custom text and hyperlink the text to an external webpage. Adding custom links to the header or footer allows us to provide helpful information to our users about the Catalog site.
