Change HTML settings in Item Banks OR remove Pretty HTML editor from Item Banks

Problem statement:

When working in the Item Banks, opening the HTML editor defaults to "pretty HTML" and yet: 1. It's not really pretty html, at least, not like the editor for Pages, Assignments or Discussions 2. Switching to Raw HTML is not "remembered" - meaning the user has to switch every time, if they don't want to work in the pared down "pretty HTML" Additionally, I've had issues with editing in the "pretty HTML" editor when using Ruby text. Spaces are introduced in between elements of the code string where they are not supposed to be present. Proposed solution:

Solution 1: Remove the pared down Pretty HTML from Item Banks, and just leave the option for "Raw HTML". The pretty html editor does not appear to function fully when working in Item Banks, so perhaps it should be removed until it achieves parity with the other areas (Pages, Assignments, Discussions). Solution 2: Create a toggle so that the user can choose the default HTML editor. I would like this to be available as a universal setting. I prefer to work in Raw HTML, even when working on a lesson page or assignment, so I would choose to toggle my default to Raw HTML, only changing it to "pretty" if there was some specific need. Solution 3: At the very least, make it so that the Item Bank REMEMBERS which editor was last used (pages and assignments "remember" my HTML editor from page to page or assignment to assignment - add this same function to the Item Banks). As is, if editing a Multiple Choice question with four answer options, I have to switch the editor FIVE times (switching the editor for the question and then each answer from Pretty to Raw) just to successfully edit a single question.
