[Course Pacing] Enable Course Pace ID #

Problem statement:

Outside of the moment when a course pace is created, there is no way to get the course_pace_id for a course's course pace. Thus, there is no way to use the API for creation/deletion since it requires the course_pace_id which I doubt most admins/instructors will write down during the creation process. Proposed solution:

Enable the course_pace_id to show in the course pacing tool. Ideally it would show up in the URL.
