[Course Settings] 4 point grading scale change from percent to points

Problem statement:

Grading scale is set up with percent. When using 4 point grading scale this makes the cumulative grade on Canvas report the wrong grade since it is a percentage. We had a work around for a decade but with our new SIS (skwyard/qmlativ) it now longer works.

Proposed solution:

provide a grading scale based upon points and not percent. That way when students see their cumlulative 4pt grade on canvas it is correct and accurate and synched over to skyward as the same.
