[Course Settings] Add a warning message for admins when editing institutional grading schemes through a course’s settings

Problem statement:

Canvas admins have the ability to edit institutional grading schemes from the “View Grading Schemes” area in a course’s settings. When editing an institutional grading scheme through the “View Grading Schemes” link in a course, there is no indication that you are editing the institutional grading scheme that is applied to all courses in your account. It appears that you are only editing the scheme for the course since you are still technically in the course and not in the “Admin” area of Canvas. Canvas does not notify you that you are editing an institutional grading scheme that is applied to many courses. Making changes to the institutional grading scheme through a course’s settings changes it in all courses the scheme is applied to.

Proposed solution:

Please only allow institutional grading schemes to be changed from within the “Admin” area of Canvas, or please add a warning message for admins stating that changes to an institutional grading scheme through a course’s settings area will change the scheme in all courses it is applied to. Many times admins are also instructors so they could easily think they are changing just their course's grading scheme. Admins also help other instructors and could think they are just changing that instructor's scheme but inadvertently change it for the entire institution (which was our case during the week grades were due which resulted in a mass amounts of extra work correcting students official grades during winter break)
