Assignments can only be submitted within the course Start and End Dates if they are entered into the class. We allow retesting after a course ends, which doesn't allow us to allow that to happen, so we do not have to set End Dates for our classes. We also can't have Start Dates as some of our courses have pre-work submitted before the Start Date.
A dropdown selector could be added to the assignment page titled "Allow Submissions Outside of Course Dates" with options of "Allow Before Start Date" and "Allow After End Date" that, when enabled, would allow for that specific assignment to be something that could be submitted either before the Start Date, like class pre-work, or after the End Date, like retesting, but still ensure that assignments that should only be submitted after the class starts, like an exam, cannot be submitted outside the course dates. This would allow for institutions with pre-work requirements, specifically, to have them submitted before the start of the course. As well this would allow for training programs that allow for retesting of exams to still allow a student to retest while still having set End Dates for a course and ensure that assignments that should be started before the End Date, such as pre-work, cannot be submitted after that End Date.
