[Course Settings] Customize Default Due Date

Problem statement:

In course settings, you can set the default due time. But it’s restricted to ‘on the hour’ (1:00, 2:00, etc). My school starts classes on the half hour onMWF and on 75 min intervals on Tue/Thursday. It would be great if the admins or instructors could customize this.

Proposed solution:

Either allow admins to customize either the options available for default due time or allow the entry of an arbitrary default due time for a course.
