[Credentials/Badges] Redesign Dashboard Export, "Who is Awarding Badges?"

Problem statement:

The Dashboard export for "Who is Awarding Badges?" has badges as column headers. For an organization with more than one hundred badges, this isn't a good format.

Proposed solution:

Make the Issuers the column headers and the badges the row labels.
