[Credentials/Badges] Sort by Earned/Not Earned in new Credentials LTI tool for Canvas

Problem statement:

In the new LTI interface for Credentials in Canvas, there's no way to filter by who has/hasn't earned a badge in the progress view. This would be useful for various outreach and other purposes.

Proposed solution:

In addition to options to sort by name and identifier, add an option to filter by earned/not earned status.

To the original poster's interest in outreach, it would be nice to have a "message students who" feature similar to the Canvas Gradebook.
