[Credentials/Badges] Students are unenrolled from course when a course turns to read-only access

Problem statement:

Currently when a Canvas course turns to read-only access, this unenrolls all students in the course and the Credentials roster data other than inactive students. Students can then only access their badges through the Badgr portal.

Proposed solution:

Do not unenroll students when course turns to read-only, so that Credentials data remains in Credentials for the students to access via the course, instead of only the Badgr portal.
