[Dashboard] Move View Grades button above the To Do list on the Dashboard

Problem statement:

Students often do not realize there is a way to view their current grades from the Dashboard. The To Do list pushes the View Grades button too far down for them to clearly see it. Instead, they click into classes separately to see their current grades.

Proposed solution:

I propose placing the View Grades button above the To Do list on the Dashboard page. That will allow students to more easily see their grades for their current classes. This will also help prompt them to seek help in their classes more frequently.
