[Dashboard] Prioritize currently active courses with currently enrolled students

Problem statement:

Problem description: When course shells were created for the upcoming term, some current courses "disappeared" from Faculty Dashboards. Use Case: When Summer and Fall courses were "pushed" from our SIS to Canvas to create course shells, this "removed" current Spring courses from the Dashboard for some of our faculty. This came as a surprise to them and to me as a Canvas Admin, as courses that were showing on the Dashboard yesterday are not showing today. To see the same course that appeared previously, now faculty have to navigate away from the Dashboard to Courses < All Courses, find their current course, click "favorite", and go back to the dashboard. Not only is this not intuitive, it also entails several additional clicks that were not part of their workflow for opening a current course.

Proposed solution:

Alter the Dashboard programming to prioritize current courses that have current enrollments, with a secondary prioritization of ordering the courses alphabetically.
